So after Murja was invited by Hisbah some weeks ago and advised, preached to, prayed for, and given money - all so that she would mend her ways, she has not complied? 

Well, but why would she? Human beings are influenced by a balance of incentives and disincentives. If you want to induce a positive action, you apply an incentive while if you want to stop a negative one, you apply a disincentive. 

What Hisbah did was to apply incentives to her in order to stop a negative action which was the opposite of what was required. Both Hisbah and Tiktok presented her with incentives and no disincentive. That is why she did not stop.
